WordPress.com uses the baseline WordPress.org software but extends it with extra features. However, recently they have been sharing a large number of those extra features with their Jetpack plugin for WordPress.org sites. Maybe this new Markdown support will show up in there!

I’m currently running 3.7.1 and I don’t see that option anywhere in the Writing section.
