Cyrillic letters returned as HTML codes - bug found

When uploaded message typed in Cyrillic letters looks good. However, if you want to edit it, it will be downloaded as mess of HTML notations for each symbol, like &1099 &1076 etc. Its impossible to edit such thing. The worse, entagged titles are broken.
Can you fix it?
tested with Livejournal over Blogger API. UTF-8 used for editing. -
Hi jevgen - if you turn OFF the option "Encode with HTML Entities" from the Weblog settings, does it fix the problem?
