Keyboard command to activate Fast Scripts menu

Is there a keyboard command to activate and display the Fast Scripts menu from any application?

There is - it's Cmd-Opt-Shift-] but can be modified to whatever you like (within reason) from the Preferences dialog, under "Script Menu."
